How we complete excess soil management
Our excess soil management sequence starts with verified site information, controlled work zones, and written acceptance points, then moves through field execution, consultant inspection, records, and restoration. We assign each material, asset, sample area, and load a defined status so crews know what can move, what must remain exposed, and who releases the next step.
Before excavation, we establish project area boundaries, assessment zones, stockpile capacity, haul routes, truck controls, proposed destinations, and contingency outlets. Soil is excavated by mapped area and kept in identified cells. The supervisor records source location, date, approximate quantity, material condition, destination, carrier, and ticket reference for each movement.
Loads are covered and trucks leave through a controlled exit. At a reuse site, we place soil only within the approved area, thickness, grade, and quantity limits, maintaining setbacks and final records required by the project plan.
Our supervisors treat diversion as production control. Bin placement, equipment access, labels, contamination checks, pickup timing, ticket collection, and quantity reconciliation appear in the site plan and daily log. This keeps recyclable value from disappearing into mixed debris and gives owners a documented chain from the point of generation to the receiving facility.
Materials, specs, and Ontario standards
Materials and acceptance criteria for excess soil management come from the current Ontario requirements, approved drawings, consultant documents, receiving facilities, and owner standards that apply to the actual site. We check those criteria before procurement or hauling, record field changes, and preserve the evidence required for inspection, environmental review, and future construction.
Ontario Regulation 406/19 and the Rules for Soil Management define responsibilities for project leaders, Qualified Persons, haulers, reuse sites, notices, planning documents, sampling, tracking, and placement. Applicable quality standards vary with land use, property setting, groundwater and soil conditions, and reuse circumstance. Soil that does not qualify for reuse can become waste and fall under Ontario Regulation 347. For RSC properties, Ontario Regulation 153/04 adds requirements for soil brought to and remaining at the property. Contract quantities are reconciled with tracked loads and scale records.
Ontario Regulation 347 defines and controls waste streams and receiving facilities. Designated construction and demolition projects may also fall under Ontario Regulation 102/94 for waste audits and reduction work plans and Ontario Regulation 103/94 for source separation. Excess soil is assessed separately under Ontario Regulation 406/19 and the Rules for Soil Management. We confirm the governing classification before hauling because soil, processed aggregate, recyclable material, and waste do not share one rule.
What goes wrong, and how we prevent it
Excess Soil Management fails when field production gets ahead of characterization, isolation, inspection, or documentation. Trucking can stop when destination capacity or acceptance expires. Uncovered piles gain water and weight, while poor tracking leaves unexplained loads. We use distinct lot signs, survey based volume updates, weather covers, loader instructions, advance destination confirmation, and daily ticket reconciliation. A quarantine cell keeps unexpected material out of approved lots until the Qualified Person directs its classification.
We review the next two weeks of work against approvals, sampling, deliveries, shutdowns, and weather. Daily pre work discussions identify the exact limits and status of each area. Photographs and measurements are taken before concealment, and unresolved items stay visible on the field log until the responsible reviewer provides direction or acceptance.

Yes, where the design permits it. We plan surveyed volume, truck counts, scale tonnage, and daily reconciliation. The operating boundary, shutdown windows, truck route, emergency access, controls, and daily handback condition are agreed before work starts. Production is staged so facility staff and construction crews do not share uncontrolled access to the work zone.
What should be included in the final field record?
Closeout should include weather protection, labelled cells, stable base, runoff controls, and loader instructions. Depending on the project, it can also include photographs, surveys, receiving records, inspection releases, operating logs, test results, redline drawings, and a list of remaining assets. The package supports the owner's consultant and operations team, but professional certifications remain with the appropriately qualified person.
