Our Process

How we plan and deliver environmental site closure

Environmental site closure completes the physical work and evidence needed to retire a spill area, tank system, industrial operation, or remedial project against its approved closure criteria. Harrowgate performs decommissioning, excavation, treatment support, confirmation access, backfill, barrier installation, and restoration across Toronto and the GTA in coordination with the owner's Qualified Person.

  1. 01 Send your inquiry, a few photos or a description of the site.
  2. 02 We come out, assess the site, take measurements, and confirm the scope.
  3. 03 We complete the environmental site closure on site, to the load and finish the job needs.
  4. 04 We install it, finish to grade, and clean up, one accountable crew, start to finish.

Understanding environmental site closure

How we complete environmental site closure by Harrowgate Group

How we complete environmental site closure

Our environmental site closure sequence starts with verified site information, controlled work zones, and written acceptance points, then moves through field execution, consultant inspection, records, and restoration. We assign each material, asset, sample area, and load a defined status so crews know what can move, what must remain exposed, and who releases the next step.

We verify the asset inventory, isolate services, recover liquids, remove equipment, and expose soil around likely release points. Remedial excavation or treatment follows the consultant's limits. Confirmation surfaces remain accessible until sampled and released. Monitoring wells not retained are abandoned to the specified method, while retained wells receive permanent protection and labels.

Stockpiles and wastes leave under documented routes. We remove temporary treatment components, clean work areas, place approved fill, compact and grade the site, restore pavement or landscape specified for the facility, and assemble the field closeout record.

Our field supervisors keep excavation, water handling, trucking, imported materials, survey, and environmental hold points on the same daily plan. We record quantities, load destinations, unexpected conditions, and completed limits as the work advances. That discipline gives the owner and Qualified Person a clean record of what happened below grade, where it happened, and what remains for acceptance.

Materials, specs, and Ontario standards by Harrowgate Group

Materials, specs, and Ontario standards

Materials and acceptance criteria for environmental site closure come from the current Ontario requirements, approved drawings, consultant documents, receiving facilities, and owner standards that apply to the actual site. We check those criteria before procurement or hauling, record field changes, and preserve the evidence required for inspection, environmental review, and future construction.

Ontario Regulation 153/04 applies where closure supports a Phase Two ESA, remediation evidence, risk assessment, or RSC. Ontario Regulation 406/19 governs qualifying excess soil movements. Tank closure follows the applicable TSSA fuel framework and current adopted code. Waste liquids, sludges, debris, and contaminated soil are classified for authorized transport and receiving. Required documents can include consultant releases, laboratory reports held by the consultant, load and scale tickets, recovered liquid volumes, destruction or recycling records, surveys, compaction tests, as built details, photographs, and inspection records.

Ontario Regulation 153/04 governs the assessment and evidence used for many Records of Site Condition. The applicable numerical standard depends on property use, groundwater use, soil texture, depth, and whether the project follows generic or accepted risk based criteria. We execute to the Qualified Person's written criteria and preserve traceability. Ontario Regulation 406/19 and the Rules for Soil Management apply when excavated soil becomes excess soil.

What goes wrong, and how we prevent it by Harrowgate Group

What goes wrong, and how we prevent it

Environmental Site Closure fails when field production gets ahead of characterization, isolation, inspection, or documentation. Harrowgate prevents that gap with staged work, clearly marked hold points, segregated materials, daily records, and immediate escalation of changed conditions. The goal is to protect people and operations while avoiding rejected loads, concealed deficiencies, repeat excavation, and schedule loss.

Closure fails when physical completion outruns documentation. A buried line can remain connected, a monitoring well can be paved over, or a confirmation area can be backfilled before release. Unreconciled soil quantities and unlabeled waste records create later questions. We use an itemized closure register, redline drawings, survey pickups, signoffs before concealment, and a final walk with the owner and consultant. Temporary erosion, water, and security controls remain until restored grades are stable and accepted.

We review the next two weeks of work against approvals, sampling, deliveries, shutdowns, and weather. Daily pre work discussions identify the exact limits and status of each area. Photographs and measurements are taken before concealment, and unresolved items stay visible on the field log until the responsible reviewer provides direction or acceptance.

FAQ

Environmental Site Closure FAQ

What information is needed before environmental site closure starts?

We start with approved criteria, asset register, sampling plan, required records, and restoration scope. We also confirm access, utilities, operating restrictions, consultant responsibilities, notices, and the intended endpoint. Resolving these items before mobilization lets the field team establish controls, receiving routes, hold points, and contingency space instead of making compliance decisions beside an open excavation.

What drives the schedule and scope for environmental site closure?

The main drivers are the Qualified Person confirms environmental criteria, while Harrowgate completes field execution. Weather, laboratory turnaround, inspection availability, and working hours can also control production. We build the sequence around the slowest approval or physical constraint and identify parallel tasks that continue without covering work, mixing materials, or compromising a required hold point.

Which Ontario requirements apply to this work?

The governing requirements depend on the material, property, equipment, and approval. The work can involve isolation, liquid recovery, removal, sampling access, waste records, and reinstatement. We confirm the current project specific criteria with the engineer, Qualified Person, owner, municipality, or TSSA as applicable. A general industry practice never replaces the written requirement that governs the actual site.

How does Harrowgate document environmental site closure?

Our field record includes itemized registers, redlines, surveys, photos, tickets, releases, and final walkdown. Entries are tied to dates and work areas so quantities and events can be reconstructed. We reconcile documents during the job, not only at closeout, which gives the owner and consultant time to correct a missing ticket, unclear location, or inconsistent quantity before demobilization.

How are unexpected site conditions handled?

We use monitoring need confirmed before specified sealing, surface removal, and documentation. Work pauses until the condition is safe, isolated, and assigned a documented response. The supervisor records what changed, where it occurred, who provided direction, and how material or equipment was controlled, preventing an unexpected discovery from contaminating accepted work or disappearing from the record.

Can the work proceed while the facility or project remains active?

Yes, where the design permits it. We plan segregated management with authorization based on actual classification. The operating boundary, shutdown windows, truck route, emergency access, controls, and daily handback condition are agreed before work starts. Production is staged so facility staff and construction crews do not share uncontrolled access to the work zone.

What should be included in the final field record?

Closeout should include outstanding samples, destinations, inspections, weather, backfill, and agency dependencies. Depending on the project, it can also include photographs, surveys, receiving records, inspection releases, operating logs, test results, redline drawings, and a list of remaining assets. The package supports the owner's consultant and operations team, but professional certifications remain with the appropriately qualified person.
