Step 2, The first priority is scene control. Water can hide washouts beneath asphalt and move far from the visible boil. Step 3, Dewatering continues throughout the repair. Pumps draw from controlled sumps without removing supporting soil from below the main or adjacent services. For drinking-water protection, the excavation water level is kept below the opening in the pipe so an air gap is maintained where the Ontario procedure requires it. Discharge is routed through sediment and dechlorination controls appropriate to the receiving location and municipal direction.
Step 4, Once exposed, we wash the outside of the pipe and inspect more than the obvious hole. We identify material, nominal diameter, outside diameter, joint type, corrosion pattern, crack direction, deflection, wall loss, nearby fittings, thrust conditions, and remaining support. A localized circumferential crack on sound pipe can accept a full-circle repair sleeve. A split, crushed section, failed joint, severe graphitic corrosion, longitudinal fracture, or damaged fitting can require cutting out a segment and installing compatible pipe, couplings, restraints, and fittings.
Step 5, Before installation, repair components are checked against the actual pipe outside diameter and pressure class. Gaskets and sealing surfaces remain clean. Pipe ends are cut square and prepared as the coupling system requires. Bolts are tightened in the manufacturer’s sequence and to the specified torque, with clearances for later inspection. Where the repair changes a fitting, bend, tee, valve, or end condition, engineered thrust restraint is restored rather than relying on disturbed soil.
Step 6, Harrowgate then supports the operating authority’s sanitary and return-to-service procedure. The repair is observed under restored operating pressure, the area is checked for leakage, and required flushing, disinfectant residual checks, sampling, and records are completed under authority direction. We place specified embedment evenly around and over the pipe, restore support beneath haunches, compact in controlled lifts, and rebuild granular base, concrete, asphalt, boulevard, or industrial paving to the governing detail.

A localized sleeve repair can be completed within one shift, while cut-out replacement, complex shoring, testing, or extensive road washout can require staged work.
